Sovereign funds back US$1 billion China-Asean investment flow
Private equity platform to invest in high-growth sectors across Southeast Asia

Three Asian sovereign wealth funds have joined forces to launch a new cross-border investment platform to capture the next phase of China–Asean capital flows.

China Investment Corporation ( CIC ), Indonesia Investment Authority ( Ina ), and the State Oil Fund of Azerbaijan ( Sofaz ) have established the Galaxy Orientis China–Asean Investment Platform ( Caip ), a private-equity vehicle designed to channel long-term capital into high-growth sectors across Southeast Asia.

The platform has reached a first close of approximately US$520 million and is targeting a final fund size of US$1 billion. Structured as a jointly governed initiative, Caip reflects a broader shift towards institutional collaboration in response to evolving regional supply chains and deepening trade ties.

Singapore-based CGS International Securities, the overseas arm of China Galaxy Securities, will act as general partner, providing execution capabilities and regional market access.

As manufacturers diversify production bases and intra-Asean trade accelerates, capital is increasingly being directed towards sectors underpinning structural transformation, including industrials, healthcare, consumer, business services, and technology.

CIC chairman and chief executive officer Zhang Qingsong emphasizes that the platform is designed to deliver both financial and developmental outcomes. By investing in companies targeting Asean markets, he says, the fund aims to generate sustainable returns while supporting regional economic growth.

“We hope, through investing in high-quality companies targeting the Asean market, the fund will not only deliver a sound financial return, but also promote regional economic prosperity, achieving win-win outcomes on social and economic fronts. It is also part of CIC’s continuous effort to leverage our unique advantage as the Chinese sovereign wealth fund and collaborate with partners to capture global opportunities,” Zhang says.

With Southeast Asia positioned as a key beneficiary of supply chain realignment, platforms like CAIP can play an increasingly strategic role in mobilising institutional capital. The launch also underscores a broader trend of sovereign investors taking a more active role in shaping cross-border capital flows, particularly in Asean.
